Fees and Charges review

Purpose

To request Council to review the 2021/2022 Fees and Charges to have hourly rates for Supervisor, skilled, semi-skilled and unskilled labour reintroduced into the schedule of fees along with hire costs for brush cutters and push mowers on other properties that are not Council responsibility.

Key Issues

Previous Victoria Daly Regional Council Regional Plans included in the Fees and Charges hourly rates for Supervisor, skilled, semi-skilled and unskilled labour and is currently omitted from the 2021/2022 Fees and Charges.

 

Background

Kalkarindji Office is often asked to quote for lawn maintenance tasks particularly at this time of year from both residents and organisations. The omission of the hourly rates does not allow this to be undertaken.

 

Discussion

In previous years contained within the Fees and Charges, hourly rates were included for Supervisor, Skilled, Semi-Skilled and Unskilled labour these are currently omitted from the 2021/2022 Fees and Charges. Table from 2020-2021 Regional Plan is included below.

Kalkarindji Office is often asked to give pricing for mowing, brush cutting and cleaning residents yards and commercial properties. Although a charge for a ride on mower, tractor and slasher are included in the schedule, a significant number of properties require a push mower, brush cutter and litter removal only. Often residents would prefer to simply hire the equipment to undertake the work themselves, which is also an unavailable option at this stage. Almost all residents do not possess any of these items of equipment, but would ideally like their yards maintained.

The author of this report is unaware of any other organisations or individuals undertaking this work in Kalkarindji or Daguragu.

Budget implications

 The previous advertised rates would require reviewing, to reflect current values. There would be no foreseeable negative budget implications, but here would be a slight increase from potential income.

Amendments to LGP025 VDRC Delegation Manual 2021-2025

Purpose

Changes to previously approved LGP025 VDRC Delegation Manual 2021-2025

 

Regional Plan

Goal 1: Quality Leadership – Comply with all statutory, regulatory and reporting requirements.

Goal Systems – Review all policies and procedures to ensure compliance

 

Background

 

The LGP025 VDRC Delegation Manual 2021-2025 was previously approved at OCM 14th December 2021 208/2021.

Due to the changes in the Act the manual was sent off to the Sustainability and Compliance unit for the Dept. of Chief Minister and Cabinet.

There were 12 recommendations made to ensure full compliance with the Local Government Act 2019.

Additional amendments requested by the CEO as listed in attachment changes to LGP025 Delegation Manual.
